Nagasaki Proposes IR Plan, Invites Public Comments

Nagasaki prefecture has released a Policy Draft, which includes the scope of a future IR and a selection method for its operator. The Public can offer their comments on the draft from 20 December 2019 to 17 January 2020.

The implementation will be based on the IR Development Act. The document features a comprehensive plan for the whole business set by a local government that bids for IR and specifies the scope of each facility – including casino, international expo hall and hotels – as well as issues such as problem gambling, local safety policies and development schedule.

According to the Policy Draft, the IR site area is 31 hectares within the Huis Ten Bosch theme park, and the adjacent port and public harbor areas are also being taken into consideration.

The total capacity of the international conference hall facilities will be over 12,000 visitors. The operator selection will be performed using a public proposal, and a screening committee of experts will be established.

Regarding the IR bid, three domestic and overseas operators have submitted plans for the prefecture’s concept recruitment. The prefecture will formulate its policy around the spring of next year based on the proposals and public comments. Later, the official recruitment will begin, with one being selected in the fall.
